OK, I tried changing devclass 3590 to format=DRIVE and mountlimit=DRIVES
but I'm still getting "no drives".
I think if tapes are mounted but idle they aren't being dismounted to supply
the requested backup operation.  This is especially true if the less than 4
tapes are mounted and idle and the backup operation has been configured to
use all drives.
If I manually dismount all tapes prior to the backup operation all is OK.
