3 things set the number of migration processes that will run against a
storage pool
the number of migration processes will be the least of :
A) setting of MIGPROCESS
B) number of available tape drives (mount points really, in the case of
virtual volumes on rmt srv)
C) the number of unique node's data within the pool...
If the pool is filled by only a single node's data, then only one migration
process will run.

Why not just set the MIGPROCESS=5 when you lower the migration threshold? Do
yo find the MOVE DATA more effecient than the MIGRATION processes?
