You need to do:
move drm 000254 wherestate=vaultr tostate=onsiteretrieve

That will then delete it from  stgp OFFSITEVOLS (you can see from actlog after you run 
command).
Then you can check it back in as a normal scratch tape.  That is if you have it in 
hand and it is not actually offsite!

It failed because Access: Offsite and it is Empty.  If using DRM do a:
 q drm 000254
to see what DRM state it is in.  Then process it back through DRM states as you would 
a returning tape from offsite.  That will clear it to Scratch.

Audit apparantly didn't fix it.
