When you log on to the OC for the first time, or any other time subsequently, use your normal TSM Admin ID and password. Make sure you specify the IP of the hub server on the logon panel because by default it has localhost on the panel. The _OC_ Admin ID will be created by the OC when you are going through the initial configuration.
