do you use CA signed certificates?
We head a similar issue, because TSM only knows abbot 4 CAs. We worked around
this problem by using shared memory connections for database backup. Tis SWG

check for tsmdbmgr.opt in the instance directory and
/opt/tivoli/tsm/server/bin/dbbkapi/dsm.sys if they contain valid data.
