Hi,
try this where NEXTPOOL is your Tape pool where you migrate:

q stgpool NEXTPOOL f=d


and look for:

Maximum Scratch Volumes Allowed: 100
Number of Scratch Volumes Used: 87


Update stgpool if that is your problem...
