Filling tapes are candidates for reclamation. If you "q vol" the tapes in
your copy pools that are offsite (at least if you use DRM, I'm not sure
what happens otherwise) you will find that they do have a "% reclaimable"
even if they are still "FILLING". Filling tapes that are in primary pools
will have "0% reclaimable" and therefore ineligible for reclaims, as you
stated.

You should be removing ALL copy pool volumes every day, even if they are
only 1% used (that's what DRM does). True, they will immediately be
reclaimed when you do the next reclaim for copy pools, but at least you're
covered in case of disaster. Also, there should be no more than one
partial copy pool tape per storage pool (or per node in a collocated pool,
or per filespace in a collocated-by-filespace pool). The management of
this vaulting is one of the wonderful things about TSM and DRM.
P.S. We often do "reclaims" by doing "move data" commands for individual
tapes. This allows you to consolidate several FILLING tapes that may have
very low utilization, and also allows running parallel processes.

If filling tapes are not candidates for reclamation then how can you
implement a true disaster recovery proceedure? You'd end up leaving
"filling" tapes in the library till they get full. If that is a number of
days then what if the plant blows up in the mean time? Where will TSM find
that data when a restore is requested on a node that had data on one of
those "filling" tapes that were supposed to be part of the offsite pool
that
was left in the library?
