If you are intent on shutting down your database first, you don't need the TDP, and in fact the TDP needs to run with the DB up. You will do offline full backups.
The TDP uses RMAN, which is included with Oracle 8. RMAN implements incremental backups, among many other things. The TDP allows RMAN to send the output data directly to tape.
