Haven't done this specifically, but I have one suggestion if it would fit.

If you know ahead of time when these "PIT" backups would be needed,
then create additional schedules to do your backups at these times.
Make sure they wouldn't conflict with the "normal" backup times.

When we are going to do some type of upgrade, frequently I am 
resquested to change the daily backup time so backup is performed
just before the downtime for the upgrade.

You can have more than one schedule. Say a Daily schedule and a 
monthly schedule.  They can do the same or different things, say a
Daily Incremental and a Monthly Archive.

daily incremental backups, I also provide them with  "point in time"
backups of their data on significant days like month end, quarter end, etc.

I would guess there are numerous ways this can be accomplished with TSM.
I'm looking for input from those who are doing this successfully and would
be willing to share what method they're using to accomplish this and the
