Typically the API is needed for advanced functions such as FS SnapShots
or image backups.

Nope. All other platforms the api isn't necessary. I agree with your
customer. You could verify it by installing regardless of the dependency
(--nodeps flag). I'm guessing Tivoli made a mistake including the api as
a
dependency. Unless someone from Tivoli wants to clarify why in this case
it's suddenly necessary..
