So, after running it twice, I decided to look at the nodelock file and viola! there was 2X the number of licenses that I wanted to register. The 'q license' output still says that the licenses haven't been updated, and we are getting thousands of the 'out of compliance' messages in our actlog. We are running TSM server code 4.2.2 for AIX.
