just to point out that legal requirements are only met, generally, by ablative WORM media. that is, physically unalterable media once data has been written. not tapes.

You cannot ensure proper restore without DB backup but some files/data might be retrieved. If this is undesirable - there is encryption which is documented in manuals and this may fit your needs.
