What version of TSM Server do you run?

I just put 5.1.5.0 client software on a Windows 2000 test system. The
administrative client failed with a different but equally unhelpful
message about errors parsing the options file. The backup/archive
client failed with an explicit complaint about the ipxsocket option.
I had to get rid of all options related to ipx and netbios communications.
The 4.1 client software ignored these options unless the commmethod
option was 'ipxspx' or 'netbios'.
