I´m not 100% sure, but If maxium reduction size is less than (assigned capacity of your db - substrakt (assigned capacity of your db * multiplied with pct. utilized)). It would indicate that you have some 'empty' space in your db.
Or after you have deleted large filespaces/nodes.
