Can't comment on offsite reclamation, because cross site tape capability means all reclamation is onsite, but in my environment TSM only selects tapes marked full as reclamation candidates.

Remember that there's no guarantee that you will never have more than one Filling volume for a given stgpool: multiple processes may cause there to be multiple volumes in Filling state. This can eventually cause a Filling volume to be just hanging around, unused for a long time; and the Filling volume could be 98% written. You want such stuff reclaimed.
