what you want to be doing is first a q sess, then a q tsa

one will confirm (or generate) the client to server authentication, the
other will do the Novell authentication.

When I go to http://XX.XX.XX.XX:1635/BACLIENT I get the following error:

ANS2600S Browser trying to establish connection to client; received
socket exception: java.net.ConnectException: Connection refused: connect

When I click on Backup or Restore in The TSM GUI box
I get the the following error:

ANS2604S the Web client agent was unable to authenticate with
the server.
