If you type http:// in place of the ftp://  it will probablly work.  When my PC was switched out the last time I had the same problem and this took care of it.

You are probably behind a firewall which is not set up to allow the
FTP server to initiate data transfer, in the common, Active form of
FTP. Your IE is probably set up to use Passive FTP (refer to its
Options, Advanced, "Use Passive FTP" setting). If using a Windows FTP
client, you may find the NcFTP package more satisfying (http://
www.ncftp.com/download/).
