We don't know what your Linux environment is, but it may be the now-
notorious Security Enhanced Linux (SELinux), which tends to be
prohibitive, and may be underlying that problem.  You could try
disabling SELinux (possibly via /etc/sysconfig/selinux), depending
upon your site requirements.
