I changed cabling,
and now it works.
Strange, connecting library to another scsi card made a difference.

Try doing "lsattr -El rmt0" and "lsattr -El rmt1" and check the WWN.
Your lsdev output shows no smc0, so the library path is wrong -- and if
the WWN for rmt0 ends in '02' as I suspect from the lsdev, it is the
second drive in the library.

The last two digits of the WWN are library column, 0 through F (on a
3584 -- I'd assume this to be 0 on a 3583) and drive number, 1 through
C. The rmtx device id is assigned at hardware scan time by aix as the
various system buses are scanned and are not based on drive WWN.

when tape is in drive, status changes to LOADED,
but "query mount" shows "waiting for a volume" and nothing more.
Timeout, tape put into slot.
I tried to remove paths and drives and redefine it, but it didn't help.
AIX errpt shows nothing.
tapeutil shows "Operation failed with errno 46: Device not ready"
