Since RMAN backups, going through the TDP Agent, are written to the TSM Server via the TSM Client API's, the regular Backup/Archive client can't see them. What you're seeing is just the filespace created to hold the backups - the rest of the data doesn't make sense to the B/A Client. For the question on why not use 0,0,0,0, that would tell TSM to expire/delete the active version of a backup, which isn't what you want. 1,0,0,0 is correct for TSM for Databases/Oracle usage.
