We don't have enough information to specifically advise on this, such as volume type or prior usage, or how the volumes were (re)labeled; but in general...
It may be the case that what was done with the volumes was outside their normal regimen, as for example volumes which are managed by DRM or through Move Media. You'll need to look into that per your TSM configuration, and Quuery DRMedia and Query Volume and Query MEDia commands, plus Activity Log review. The inability to check the volumes in as scratch says that TSM believes them to have an established status other than Scratch, such as Private, and if so this would suggest that the cited volume deletion did not in fact occur. Again, refer to the Activity Log. Relabeling data-laden TSM tapes outside the TSM server environment will "reset" them, such that any TSM data on them can be lost. Richard Sims
