I recommend that you create dsm.opts files manually ; then, unless you're very familiar with dsmcutil, start the GUI command line with proper dsm.opt file to add cad and scheduler services, this way : start dsm.exe -optfile=dsm1.opt etc ... it works fine on windows as well. We do it on NAS systems shared amongst multiple departments. It isn't simple, but do-able. The TSM BA Client book has a good section describing how to do it using the dsmcutil utility to create multiple scheduler service entries.
