What's the purpose of this? To have a portable copy of the data that someone else can read? If so, are you going to be sending a copy of the TSM database with it? Without this, accessing the data on the tape without any metadata (i.e. that contained in the TSM DB associated with it) could be pretty tricky...
You could always create a new (temporary) TSM node, backup only those files you wanted using this, and then create a TSM backupset onto its own dedicated tape - this *would* be portable without needed in TSM DB (only a TSM client.
