If not by scheduler service process, then CAD would be in effect, and if that is the case and what you showed was the entirety of your dsm.opt contents, then it's missing a MANAGEDServices Schedule specification, where the default is Webclient, and attempted schedules will fail as noted in Technote 1376572.
