Not sure what you mean by "console session". I use TSMManager and issue the halt via it's console/monitor window, if that is what you are referring to - and yes, it shows the halt is issued and then the server goes non-responsive, as suspected. Then from ssh/Linux the process dsmserv never halts/stops.
