Aha, I've found the answer to my question.  You can use "resConfig" in 
defaultConfig or product flavors.

Still, there doesn't seem to be a way to only use resConfig in debug builds 
(as it's a build type and not a product flavor).  Oh well, I guess 
including accented versions of the language files isn't the worst thing.  :P
