You'd probably have to ask JetBrains why they chose that as the default colour scheme for IntelliJ. Maybe because it visually represents a barrier across the screen, where execution will stop?

If you haven't seen the option to change it, it's under Settings > Editor > Colours & Fonts > Debugger > Breakpoint line.
