There are several places I could point to.
The best place to start would be in the folder of the SDK where you
found the security and other tools.  Most likely in the Tools and Quick
Start Documentation .HTM file.
This should be in you programs file menu off the start button.
\Microsoft .NET Framework SDK v1.1\Samples and Quick Start Tutorials

Or 
"C:\Program Files\Microsoft Visual Studio .NET
2003\SDK\v1.1\Samples\StartSamples.htm"

Also give the MSDN site a quick search. If you are using Visual Studio
or Web Matrix, there are articles and walkthrough about building and
installing remote "remoting" assemblies.

Their may be a QXXXX article on this in the Windows 2003 support site.
I have not looked their, but one of the Big Features of 2003 server is
that if you want it to run code to send data OOB (Out Of Box :-) then
you will need to secure it, or it will not go.  

I would also recommend reading anything you can find on Roles and Rule
based security.  I will caution you that it has been know to make more
than one developer fall quickly asleep.  Once when reading though a
white paper on the stuff, I swore that the waitress had drugged me.

If you can make it though this "New Math" M$ released for permissions
and security in Windows.NET or I mean Windows 2003. You will notice all
the different levels of Identity checking that happens during code
execution.  You certainly have a better basis of information why the
Assembly is not TRUSTED MANAGED CODE.
