Hmm... yeah...  no, I think I'll forgo trying to hack-and-replace the
base64 in my automated build process, and stick to my "just don't
allow base64 data in resx files" rule. <g>

Still, sounds like the NAnt team will probably want to (have to) do
this, to support downlevel builds of VS projects, in the general case.
