It seems like the BRE in Workflow Foundation is simple enough for nearly
anyone, yet robust enough to meet most business applications.

WF is the workflow engine for Office 2007, Sharepoint 2007 and future (post
2006) versions of BizTalk. It is available free as a Visual Studio 2005
extension. It ships on Vista and Longhorn Server, and can be installed (as
the .net 3.0 framework) on XP and 2003 server.

It seems there is a lot of momentum behind it. I'd have a hard time
selecting anything else.

If you are in need of a very simple language, and have some time to work
on it, maybe www.antlr.org may be your answer. You may consider
developing your own scripting support.
