I doubt it.  From the documentation:

"... a ClickOnce application is any Windows Forms or console application
published using ClickOnce technology"

Also, from:
http://blogs.msdn.com/rfustino/archive/2005/03/18/398851.aspx:

"I haven't thought about using ClickOnce to deploy a service, but off
the top of my head, I don't think ClickOnce would easily deploy a
service application, because its built-in behavior incorporates several
dialog boxes to interact with the user."
