It's a Perl program that uses built-in svn "repository dump" functionality
to create and then test the backed-up repository. It's written in a way
that's not at all specific to Perl, so converting it to a Windows batch file
should be a perfect first job assignment for you. The bulk of the work is
done by svnadmin anyway.

Also, there're no line endings in your mails. Maybe it's because of Hotmail?
Could you set it to break at 70-something characters?
