Many software developers (Sun included) distribute their software not as a tarballs or ISOs and not in IPS or SysV format, but as custom installer files (.bin, .sh etc). Getting these publishers to standardise on IPS or some other arbitrary distribution format is like getting us all to use the same shell.
My opinion is that these publishers will release their software in a format that is essentially the end result of one of their development workflows, and in a format that works the best for them.
