Localization includes three parts, (1) the localization of the user 
interface, (2) the localization of the content, and (3) the promotion 
needed so that people know that localized portal / content exists and 
the way to use it. Step (1) is relatively easy, and currently this has 
been accomplished for many languages. Step (2) depends heavily on the 
availability of resouces. Since we are still in a pre-mature stage not a 
lot of people (either from within or without Sun) are involved in 
converting / localizing contents from English to other languages. The 
situation is, we have created many of the so-called language portals, 
but there exist not enough content to fill them up or even keep them up 
to date. Step (3) is even more difficult. You have some good stuff there 
does mean that people will come visit you, simply because they don't 
know about the existance of your good stuff. For example, many Sun 
employees in China does not know that we have a Chinese portal on 
opensolaris.org.

If we want to attract more non-US-based / non-English -speaking folks to 
opensolaris.org, we will need to make significant improvements in both 
(2) and (3).

I myself is runing an OpenSolaris-focused website in China. Every month 
it gets about the same number of IP address as opensolaris.org as 
indicated in the metrics. That's to say, not all the people who are 
interested in OpenSolaris will go to opensolaris.org...
