(I will preface this with IANALinguist)

This seems to me more just an artifact of the fact that its a dead
language, and our concept of the language is frozen in time.
Furthermore, the only examples from its original use are literary
works, government records, public engravings, etc... the sort of
things which tend to use the more mainstream parts of a language.
More modern usage has been held primarily to intellectuals, and is
used for acaedemics, thus not prone to much drift.
