APIlity is just a PHP implementation of the API, so of course you can
also use the API to set the status of a campaign:

http://www.google.com/apis/adwords/developer/CampaignService.html#updateCampaign
http://www.google.com/apis/adwords/developer/Campaign.html

Same for Adgroups:

http://www.google.com/apis/adwords/developer/AdGroupService.html#updateAdGroup
http://www.google.com/apis/adwords/developer/AdGroup.html
