Hello Tia, If you received that message then you most likely already have a MCC account (http://adwords.google.com/support/bin/answer.py?answer=7725) linked to your existing AdWords account, and you should apply for AdWords API access using the credentials of your MCC account--assuming you know the credentials. Is there someone other than you who has access to your AdWords account that might have created an MCC account on your behalf?
If you let me know what the numeric client id is for your AdWords account I can check and confirm that there actually is an existing MCC account linked to it.
