Hello,

 There's a long-standing race condition that has been difficult to
resolve and can lead to duplicate Sandbox accounts being created the
first time it is accessed following a Sandbox database refresh. It
sounds like your Sandbox account is being affected by that right now.

 The simplest way to resolve this is to switch to a different Google
Account email address (by creating a new GMail account, for instance)
and use that to access the Sandbox. You can do that either temporarily
until the next Sandbox database refresh, or switch permanently.
