Hello Harut, Yes, there are limits on the number of campaigns for a given AdWords account, and based on what you're saying, you've reached the limit in your Sandbox account (which is set up to mimic the Production limits). You can either continue to create campaigns in one of your other numbered AdWords Sandbox accounts, or mark some of your campaigns as deleted.
