In case anyone reads this I resolved the issue. I was sending a
keyword status of active with the ads report and it must have decided
that as content ads don't have directly related keywords then none of
them were active and I didn't want to see them. If the keyword status
is removed for a keyword report then the total content stats for the
adgroup are returned as separate rows in the report.
