I'm getting the error code BiddingError.CANNOT_CREATE_CAMPAIGN_WITH_CONVERSION_OPTIMIZER when adding a new campaign with ConversionOptimizer as the bidding strategy. Is this because you can only set conversion optimization with ConversionOptimizerBiddingTransition? I couldn't find this error code documented anywhere.
