You can send whatever collection of targetlists in the mutate. Those targetlists can be for mulitple campaigns for the same mutate. You don't need to send all targetlists types (Language, Geo, Demograhic etc) at the same time.
Let's say you want to update geotargets on 5 campaigns. In that case you would send 5 geotargetlists with 5 different campaign ids.
