Hi,

Your settings look fine.  Do you need to go through a proxy on your
server?  The URL of the v200909 CampaignService WSDL is:

  https://adwords.google.com/api/adwords/cm/v200909/CampaignService?wsdl

Can you try to wget this URL on your server?
