Dear Google adwords provides a way for inviting non gmail/google users to use google ads account.
Same way can a non (gmail/googleworkspace/gsuite user) like a yahoo user, authenticate oauth to get access to google adwords api. we checked with oauth where it is mentioned as any google account is required for ouath consent.
