Hi David, The refresh tokens are created with the client ID and client secret, and not for specific accounts. However, the user email that created the client ID and client secret must be a listed user in the account (test or production) that is being targeted.
Can you please provide us with steps that you are taking to create the refresh token? Also, can you please tell us at which point the 'Access blocked' screen appears?
