Our Google Ads API support team is unfortunately not familiar with generating refresh tokens using the said "https://www.googleapis.com/auth/youtube" scope. Our team also specializes only in managing Google Ads accounts (via the API) and not YouTube channels. You may also check our OAuth2 authentication / authorization guide for more information on our API support team's scope. In addition, you may also check this guide on what scope is used for the Google Ads API. That being said, for YouTube platform specific questions, I would recommend that you reach out instead to the YouTube Data API support team, via this link, as their team should be better equipped in providing guidance, or in identifying the appropriate support team for the YouTube authorization concern.
