Hello, Thanks for reaching out. The RecommendationService supports the recommendation type, RESPONSIVE_SEARCH_AD_ASSET. As headlines are assets in RSAs, this recommendation may be given for RSAs that are missing headlines/descriptions. However, the 'ideas' suggestion pop-up does not appear to be the same as a recommendation, as it is given for all ads in the creation process, and would not be covered by the RecommendationService.
