With regards to your concern, I’m afraid that the ad_group in AdGroupCriterion 
can’t be changed or immutable. It can be duplicated or replicated and added to 
a new ad group. That said, you need to create a new criteria under the new ad 
group using 'create' operations within the AdGroupCriterionService.

Please note that Google Ads API only mirrors the Google Ads UI. Meaning by 
using the Google Ads API, you can get and manage the data that you are seeing 
in the UI.
