With regard to the device level bid adjustments (in percentage) from campaign report that you're looking for, can you provide a UI screenshot of the value that you're trying to retrieve via API? You may send this via Reply privately to author option. If you're trying to retrieve campaign level bid modifiers, you may query the campaign_bid_modifier resource to do so.
