I understand your concern, however, as mentioned on the blog post "If you are using KeywordPlanAdGroupForecast or KeywordPlanKeywordForecast in your applications, update your applications to ensure that they can handle blank responses.". Therefore, if you use KeywordPlanAdgroupForecast or KeyPlanKeywordForecast, you will get an empty response and this will be effective on June 1, 2023. Therefore, as suggested in the blog, We recommend that you start updating your applications as soon as possible.
